Does Windows relapse management line switch character?

In Windows, management line options are preceded by /, infrequently by -.
Is there a proceed to query Windows for this character? In MS-DOS, there
was a SWITCHAR sourroundings in config.sys. Is there a identical
sourroundings or component apparatus that can be achieved from Windows? Or
should my command-line app simply use / or - but looking anywhere?
