Unable to strech style.css on localhost:8080

I have a duplicate of a tide live sites formula that we downloaded around
FTP. we have set adult XAMPP on my internal accessory and have reliable
that it is hallowed and operative justly (did a rudimentary helloworld.php
test).I have localhost set adult as localhost:8080 (default pier 80 in use
by IIS).When we try and run a website locally though, we am amateurish to
strech a css impression sheet. we have attempted a following though zero
seems to work.The route to a style.css is repremand and we have tripple
checked that a style.css record is in a impression folder.In my style.css
we have also altered for instance a credentials settlement anxiety to poin
to internal host, same as above. we attempted all 3 variations as above as

}I have also connected to localhost:8080/phpmyadmin and copied opposing a
live Database. we can opening a calm of a Database as good (the site uses

Firefox and controlling Firebug it says "There are no rules....."Does
anyone know since we am not means to opening a style.css folder and how we
can repair it?
